Annual Progress Reports Now Available: General Plan and Housing Element

Each year the City Planning Department prepares Annual Progress Reports (APRs) on the Implementation of the City of Los Angeles’s Housing Element and General Plan, as required by California of Government Code (GC) §65400(a)(2). Both reports were provided to the California Department of Housing and Community Development (HCD and the Office of Planning and Research (OPR) consistent with the April 1, deadline. The annual reports are also submitted to Council allowing the public an opportunity to review and comment and will be located on the DCP website.

Housing Element Annual Progress Report

The Housing Element Annual Progress Report (APR), as required by GC §65400 since 2009, requires jurisdictions to report on the annual progress towards meeting the Regional Housing Needs Assessment (RHNA) Allocation during the calendar year, as well as on the status of implementation programs identified in the Housing Element.

Given that calendar year 2021 includes both the close of the 5th cycle (October 15, 2013 to October 15, 2021) and the beginning of the 6th cycle (October 15, 2021 to October 15, 2029), the 2021 Housing Element APR reports on building permit activity that contributes to the RHNA progress for both cycles. The summary of RHNA progress for both cycles is shown in Table B of the Housing Element APR.

General Plan Annual Progress Report

In 2019, GC §65400 and §65700 were modified to require an additional General Plan Annual Progress Report (APR) to monitor progress in implementing and updating the entire Los Angeles General Plan. This is the second General Plan APR produced by the City of Los Angeles. The first, which reported on the 2019 and 2020 calendar years, was submitted to OPR and HCD in April 2021. This second report is organized by Element, with a high level summary of major implementation milestones and a summary of progress toward a comprehensive General Plan update.
