Sustainable Communities Environmental Assessment (SCEA)

Sustainable Communities Environmental Assessments (SCEA) are designed to help local governments use the CEQA streamlining benefits of Senate Bill 375, as well as the new exemptions for projects consistent with the Sustainable Communities Strategy and regional greenhouse gas reduction targets.

City CEQA Guidance

In December 2018, the California Supreme Court issued a decision on the Sierra Club v. County of Fresno (Friant Ranch) court case, addressing new standards of review for air quality analyses prepared under the California Environmental Quality Act (CEQA) for land use projects.

In response to the court ruling, City Planning prepared a paper to demonstrate the current infeasibility of directly linking a specific project’s emissions with a particular localized health effect. This paper may be utilized in Environmental Impact Reports (EIRs) prepared by the City for certain plans or projects with significant air quality impacts.
